Reformed Baptist Distinctives Part III--Cessation of Miraculous Apostolic Sign Gifts of the Spirit

III. Sola Scriptura (Scripture Alone) and the Cessation of the Miraculous Sign Gifts of the Holy Spirit

For me, this issue boils down to this: The completeness and sufficiency of Scripture. The Bible is the completed and sole inspired special revelation from God that He has chosen to preserve for all subsequent ages.

Bold print in the following Scripture passages is my emphasis.

2 Timothy 3:16-17 (New King James Version)

16 All Scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness, 17 that the man of God may be complete, thoroughly equipped for every good work.
[The man of God with the Word of God is complete, thoroughly equipped for every good work-my comments]

See also Luke 16:27-31

Jude 3 (New King James version)

3 Beloved, while I was very diligent to write to you concerning our common salvation, I found it necessary to write to you exhorting you to contend earnestly for the faith which was once for all delivered to the saints.

[Notice how God's revelation was (past tense) once for all delivered to the saints (believers)-my comments]

Galatians 1:6-9 (New King James version)

6 I marvel that you are turning away so soon from Him who called you in the grace of Christ, to a different gospel, 7 which is not another; but there are some who trouble you and want to pervert the gospel of Christ. 8 But even if we, or an angel from heaven, preach any other gospel to you than what we have preached to you, let him be accursed. 9 As we have said before, so now I say again, if anyone preaches any other gospel to you than what you have received, let him be accursed.

Revelation 22:18-19
(New King James version)

18 For[a] I testify to everyone who hears the words of the prophecy of this book: If anyone adds to these things, God will add[b] to him the plagues that are written in this book; 19 and if anyone takes away from the words of the book of this prophecy, God shall take away[c] his part from the Book[d] of Life, from the holy city, and from the things which are written in this book.

[God, in these passages, is warning those who would add to or take away from His completed revelation in the Scriptures-my comments]

The miraculous revelatory Sign Gifts of the Holy Spirit (that are most commonly associated with the gift of prophecy [the test of a true prophet is given in Deuteronomy 18:15-22 and in Deuteronomy 13:1-5 ]the gift of tongues i.e. languages, the gift of interpretation of tongues i.e. interpretation of languages, the gift of healing given to particular individuals, and the gift of miracles given to particular individuals) were forms of revelation from God and signs that accompanied the giving of new revelation from God that ceased with the passing of the Apostles of Christ from this earth Ephesians 2:19-20, Revelation 21:14, Acts 2:43, Acts 4:33, Acts 5:12, 2 Corinthians 12:12, Hebrews 1:1-2, Hebrews 2:3-4 ) and the completion of God's revelation with the completion of Scripture (see Deuteronomy 4:2, Deuteronomy 12:32, Proverbs 30:6, , Jude 3, 2 Timothy 3:16-17, Revelation 22:18-19 ).

Deuteronomy 13:1-5 (New King James Version)

1 “If there arises among you a prophet or a dreamer of dreams, and he gives you a sign or a wonder, 2 and the sign or the wonder comes to pass, of which he spoke to you, saying, ‘Let us go after other gods’—which you have not known—‘and let us serve them,’ 3 you shall not listen to the words of that prophet or that dreamer of dreams, for the LORD your God is testing you to know whether you love the LORD your God with all your heart and with all your soul. 4 You shall walk after the LORD your God and fear Him, and keep His commandments and obey His voice; you shall serve Him and hold fast to Him. 5 But that prophet or that dreamer of dreams shall be put to death, because he has spoken in order to turn you away from the LORD your God, who brought you out of the land of Egypt and redeemed you from the house of bondage, to entice you from the way in which the LORD your God commanded you to walk. So you shall put away the evil from your midst.

Deuteronomy 18:20-22 (New King James Version)

20 But the prophet who presumes to speak a word in My name, which I have not commanded him to speak, or who speaks in the name of OTHER gods, that prophet shall die.’ 21 And if you say in your heart, ‘How shall we know the word which the LORD has not spoken?’— 22 when a prophet speaks in the name of the LORD, if the thing does not happen or come to pass, that is the thing which the LORD has not spoken; the prophet has spoken it presumptuously; you shall not be afraid of him.

Ephesians 2:19-20 (New King James Version)

19 Now, therefore, you are no longer strangers and foreigners, but fellow citizens with the saints and members of the household of God, 20 having been built on the foundation of the apostles and prophets, Jesus Christ Himself being the chief cornerstone.

[Note: This passage it talking about the inclusion of the Gentile believers in the New Testament church i.e. "the household of God". Notice that the church was built on the foundation of the Apostles (Apostles of Christ) and Prophets (New Testament prophets). Once a foundation has been built, it cannot be rebuilt.]

Two other passages, copied below, confirm that the offices of Apostles and prophets are 2 separate offices in the New Testament church. These offices only existed until the foundation of the church had been built.

1 Corinthians 12:28
(New King James version)
28 And God has appointed these in the church: first apostles, second prophets, third teachers, after that miracles, then gifts of healings, helps, administrations, varieties of tongues.
Ephesians 4:11 (New King James version)
11 And He Himself gave some to be apostles, some prophets, some evangelists, and some pastors and teachers,

[The purpose of the relevatory sign gifts was to confirm the gospel message of Jesus Christ Himself and the gospel message of the 12 Apostles of Christ and some of their close associates whom they commissioned, such as Phillip and Stephen.

Acts 2:22 (New King James version)

22 “Men of Israel, hear these words: Jesus of Nazareth, a Man attested by God to you by miracles, wonders, and signs which God did through Him in your midst, as you yourselves also know—

Hebrews 1:1-2 (New King James version)

1 God, who at various times and in various ways spoke in time past to the fathers by the prophets, 2 has in these last days spoken to us by His Son, whom He has appointed heir of all things, through whom also He made the worlds;

[Notice, God spoke in various times and in various ways by the prophets is in the past tense. -my comments]

Matthew 12:38-40 (New King James Version)

The Scribes and Pharisees Ask for a Sign

38 Then some of the scribes and Pharisees answered, saying, “Teacher, we want to see a sign from You.”
39 But He answered and said to them, “An evil and adulterous generation seeks after a sign, and no sign will be given to it except the sign of the prophet Jonah. 40 For as Jonah was three days and three nights in the belly of the great fish, so will the Son of Man be three days and three nights in the heart of the earth.

[Jesus warned people not to seek after a sign. Instead he emphasized the purpose for which He came to the earth-my comments]

Hebrews 2:3-4 (New King James Version)

3 how shall we escape if we neglect so great a salvation, which at the first began to be spoken by the Lord, and was confirmed to us by those who heard Him, 4 God also bearing witness both with signs and wonders, with various miracles, and gifts of the Holy Spirit, according to His own will?
[Note: the gospel was confirmed by those who directly heard Jesus Christ while He was on the earth and who were chosen by Him personally, i.e. His Apostles. ]
Luke 6:12-14 (New King James version)
12 Now it came to pass in those days that He went out to the mountain to pray, and continued all night in prayer to God. 13 And when it was day, He called His disciples to Himself; and from them He chose twelve whom He also named apostles: 14 Simon, whom He also named Peter, and Andrew his brother; James and John; Philip and Bartholomew;
[Jesus Christ personally chose His twelve Apostles-my comments]

Matthew 10:1-3 (New King James version)

The Twelve Apostles
1 And when He had called His twelve disciples to Him, He gave them power over unclean spirits, to cast them out, and to heal all kinds of sickness and all kinds of disease. 2 Now the names of the twelve apostles are these: first, Simon, who is called Peter, and Andrew his brother; James the son of Zebedee, and John his brother; 3 Philip and Bartholomew; Thomas and Matthew the tax collector; James the son of Alphaeus, and Lebbaeus, whose surname was[a] Thaddaeus;

Mark 3:14-19 (New King James Version)

14 Then He appointed twelve,[a] that they might be with Him and that He might send them out to preach, 15 and to have power to heal sicknesses and[b] to cast out demons: 16 Simon,[c] to whom He gave the name Peter; 17 James the son of Zebedee and John the brother of James, to whom He gave the name Boanerges, that is, “Sons of Thunder”; 18 Andrew, Philip, Bartholomew, Matthew, Thomas, James the son of Alphaeus, Thaddaeus, Simon the Cananite; 19 and Judas Iscariot, who also betrayed Him. And they went into a house.

[Jesus appoints His Apostles and gifted them uniquely to have "power over unclean spirits, to cast them out, and to heal all kinds of sickness and all kinds of disease"-my comments]

Acts 1:15-28 (New King James version)

Matthias Chosen

15 And in those days Peter stood up in the midst of the disciples[a] (altogether the number of names was about a hundred and twenty), and said, 16 “Men and brethren, this Scripture had to be fulfilled, which the Holy Spirit spoke before by the mouth of David concerning Judas, who became a guide to those who arrested Jesus; 17 for he was numbered with us and obtained a part in this ministry.”
18 (Now this man purchased a field with the wages of iniquity; and falling headlong, he burst open in the middle and all his entrails gushed out. 19 And it became known to all those dwelling in Jerusalem; so that field is called in their own language, Akel Dama, that is, Field of Blood.)
20 “For it is written in the Book of Psalms:

‘ Let his dwelling place be desolate,
And let no one live in it’;[b]
and,

‘ Let[c]another take his office.’[d]

21 “Therefore, of these men who have accompanied us all the time that the Lord Jesus went in and out among us, 22 beginning from the baptism of John to that day when He was taken up from us, one of these must become a witness with us of His resurrection.”
23 And they proposed two: Joseph called Barsabas, who was surnamed Justus, and Matthias. 24 And they prayed and said, “You, O Lord, who know the hearts of all, show which of these two You have chosen 25 to take part in this ministry and apostleship from which Judas by transgression fell, that he might go to his own place.” 26 And they cast their lots, and the lot fell on Matthias. And he was numbered with the eleven apostles.
[After Judas, by betraying Christ, was disqualified from being one of the 12 Apostles of Christ, Peter gave the qualifications for being an Apostle of Christ:
1. One who had accompanied the Apostles from the baptism of John until Christ's ascension to heaven.
2. One who had witnessed Christ's resurrection.

The Apostles then prayed for the Lord to reveal to them which one of the two who qualified, Justus or Matthias, He had chosen to take the place of Judas as an Apostle of Christ.

Though Paul the Apostle (formerly named Saul) who was the last Apostle had not accompanied the Apostles from the baptism of John until Christ's ascension, He was a personal witness to Christ's resurrection and was personally appointed by Christ to be one of His Apostles.- my comments]

See:

1 Corinthians 15:3-9 (New King James version)

3 For I delivered to you first of all that which I also received: that Christ died for our sins according to the Scriptures, 4 and that He was buried, and that He rose again the third day according to the Scriptures, 5 and that He was seen by Cephas, then by the twelve. 6 After that He was seen by over five hundred brethren at once, of whom the greater part remain to the present, but some have fallen asleep. 7 After that He was seen by James, then by all the apostles. 8 Then last of all He was seen by me also, as by one born out of due time.
9 For I am the least of the apostles, who am not worthy to be called an apostle, because I persecuted the church of God.

[Paul was not only an eyewitness to Christ's resurrection; He was the last Apostle of Christ because he was the last person on this earth to witness the resurrected Christ according to His own testimony-my comments]

Galatians 1:1 (New King James version)

Paul, an apostle (not from men nor through man, but through Jesus Christ and God the Father who raised Him from the dead),

[Paul says that we was called to be an Apostle by Jesus Christ-my comments]

Galatians 1:11-12 (New King James version)
Call to Apostleship

11 But I make known to you, brethren, that the gospel which was preached by me is not according to man. 12 For I neither received it from man, nor was I taught it, but it came through the revelation of Jesus Christ.

[Paul received the call to be an Apostle from Jesus Christ and also received the gospel that he preached as an Apostle by direct revelation from Jesus Christ-my comments]

Galatians 1:15-17 (New King James version)

15 But when it pleased God, who separated me from my mother’s womb and called me through His grace, 16 to reveal His Son in me, that I might preach Him among the Gentiles, I did not immediately confer with flesh and blood, 17 nor did I go up to Jerusalem to those who were apostles before me; but I went to Arabia, and returned again to Damascus.
[God elected Paul from his mother's womb to preach Jesus Christ to the Gentiles. Notice how Paul says that he did not immediately "go up to Jerusalem to those who were apostles before me" . Thus, Paul is calling himself one who became an Apostle of Christ after the Apostles in Jerusalem became Apostles.-my comments.]
Galatians 2:7-8 (New King James version)
But on the contrary, when they saw that the gospel for the uncircumcised had been committed to me, as the gospel for the circumcised was to Peter 8 (for He who worked effectively in Peter for the apostleship to the circumcised also worked effectively in me toward the Gentiles)
[Paul is saying that God, who worked effectively in Peter in his apostleship to the circumcised (Jews) also worked effectively in Paul in his apostleship to the uncircumcised Gentiles (non-Jews)-my comments]

1 Corinthians 9:1-2 (New King James version)

1 Am I not an apostle? Am I not free? Have I not seen Jesus Christ our Lord? Are you not my work in the Lord? 2 If I am not an apostle to others, yet doubtless I am to you. For you are the seal of my apostleship in the Lord.

[Paul defends his Apostleship-my comments]

2 Corinthians 12:12 (New King James version)

2 Truly the signs of an apostle were accomplished among you with all perseverance, in signs and wonders and mighty deeds.

[Paul is saying that he had the signs of an Apostle of Christ, which distinguished what He was gifted by the Holy Spirit to do from the ordinary Christian, and that these signs and wonders and mighty deeds of an Apostle of Christ were accomplished by God through Paul among the Corinthians.-my comments]

Acts 19:11-12 (New King James version)

11 Now God worked unusual miracles by the hands of Paul, 12 so that even handkerchiefs or aprons were brought from his body to the sick, and the diseases left them and the evil spirits went out of them.

[Luke the writer of the book of Acts and an eyewitness of Paul's ministry affirms that God worked the miracles of an Apostle of Christ through Paul. -my comments]

Acts 9:1-6 (New King James version)

1 Then Saul, still breathing threats and murder against the disciples of the Lord, went to the high priest 2 and asked letters from him to the synagogues of Damascus, so that if he found any who were of the Way, whether men or women, he might bring them bound to Jerusalem.
3 As he journeyed he came near Damascus, and suddenly a light shone around him from heaven. 4 Then he fell to the ground, and heard a voice saying to him, “Saul, Saul, why are you persecuting Me?”
5 And he said, “Who are You, Lord?”
Then the Lord said, “I am Jesus, whom you are persecuting.[a] It is hard for you to kick against the goads.”
6 So he, trembling and astonished, said, “Lord, what do You want me to do?”
Then the Lord said to him, “Arise and go into the city, and you will be told what you must do.”

Acts 9:10-15 (New King James version)

10 Now there was a certain disciple at Damascus named Ananias; and to him the Lord said in a vision, “Ananias.”
And he said, “Here I am, Lord.”
11 So the Lord said to him, “Arise and go to the street called Straight, and inquire at the house of Judas for one called Saul of Tarsus, for behold, he is praying. 12 And in a vision he has seen a man named Ananias coming in and putting his hand on him, so that he might receive his sight.”
13 Then Ananias answered, “Lord, I have heard from many about this man, how much harm he has done to Your saints in Jerusalem. 14 And here he has authority from the chief priests to bind all who call on Your name.”
15 But the Lord said to him, “Go, for he is a chosen vessel of Mine to bear My name before Gentiles, kings, and the children of Israel.

Acts 26:12-18 (New King James version)

2 “While thus occupied, as I journeyed to Damascus with authority and commission from the chief priests, 13 at midday, O king, along the road I saw a light from heaven, brighter than the sun, shining around me and those who journeyed with me. 14 And when we all had fallen to the ground, I heard a voice speaking to me and saying in the Hebrew language, ‘Saul, Saul, why are you persecuting Me? It is hard for you to kick against the goads.’ 15 So I said, ‘Who are You, Lord?’ And He said, ‘I am Jesus, whom you are persecuting. 16 But rise and stand on your feet; for I have appeared to you for this purpose, to make you a minister and a witness both of the things which you have seen and of the things which I will yet reveal to you. 17 I will deliver you from the Jewish people, as well as from the Gentiles, to whom I now[a] send you, 18 to open their eyes, in order to turn them from darkness to light, and from the power of Satan to God, that they may receive forgiveness of sins and an inheritance among those who are sanctified by faith in Me.’

Acts 2:43 (New King James Version)

43 Then fear came upon every soul, and many wonders and signs were done through the apostles.
Acts 4:33 (New King James version)
33 And with great power the apostles gave witness to the resurrection of the Lord Jesus. And great grace was upon them all.
Acts 8:14-17 (New King James version)
14 Now when the apostles who were at Jerusalem heard that Samaria had received the word of God, they sent Peter and John to them, 15 who, when they had come down, prayed for them that they might receive the Holy Spirit. 16 For as yet He had fallen upon none of them. They had only been baptized in the name of the Lord Jesus. 17 Then they laid hands on them, and they received the Holy Spirit
[The Apostles of Christ needed to be present to lay hands on the Samaritans who had received the Word of God for the Samaritans to receive the gift of the Holy Spirit as the Jews who believed had received the Holy Spirit on the day of Pentecost (see Acts 2) . These were both one time events in the redemptive history of the church whereby the Holy Spirit was initially given to the Jewish believers and to the Gentile believers. -my comments]
Acts 19:1-6 (New King James version)
1 And it happened, while Apollos was at Corinth, that Paul, having passed through the upper regions, came to Ephesus. And finding some disciples 2 he said to them, “Did you receive the Holy Spirit when you believed?”
So they said to him, “We have not so much as heard whether there is a Holy Spirit.”
3 And he said to them, “Into what then were you baptized?”
So they said, “Into John’s baptism.”
4 Then Paul said, “John indeed baptized with a baptism of repentance, saying to the people that they should believe on Him who would come after him, that is, on Christ Jesus.”
5 When they heard this, they were baptized in the name of the Lord Jesus. 6 And when Paul had laid hands on them, the Holy Spirit came upon them, and they spoke with tongues and prophesied.
[Here is another example of an Apostle of Christ, in this case Paul, needing to be present to lay his hands on those who had not received the Holy Spirit, but had only been baptized into John's Baptism for them to receive the Holy Spirit. This is another one time event in redemptive history that occurred only during the lifetime of the Apostles of Christ.-my comments]

Acts 6:1-8 (New King James version)

1 Now in those days, when the number of the disciples was multiplying, there arose a complaint against the Hebrews by the Hellenists,[a] because their widows were neglected in the daily distribution. 2 Then the twelve summoned the multitude of the disciples and said, “It is not desirable that we should leave the word of God and serve tables. 3 Therefore, brethren, seek out from among you seven men of good reputation, full of the Holy Spirit and wisdom, whom we may appoint over this business; 4 but we will give ourselves continually to prayer and to the ministry of the word.”
5 And the saying pleased the whole multitude. And they chose Stephen, a man full of faith and the Holy Spirit, and Philip, Prochorus, Nicanor, Timon, Parmenas, and Nicolas, a proselyte from Antioch, 6 whom they set before the apostles; and when they had prayed, they laid hands on them.
7 Then the word of God spread, and the number of the disciples multiplied greatly in Jerusalem, and a great many of the priests were obedient to the faith.
Stephen Accused of Blasphemy

8 And Stephen, full of faith[b] and power, did great wonders and signs among the people.

Acts 8:6-7 (New King James version)

6 And the multitudes with one accord heeded the things spoken by Philip, hearing and seeing the miracles which he did. 7 For unclean spirits, crying with a loud voice, came out of many who were possessed; and many who were paralyzed and lame were healed.

[Because the Apostles of Christ had commissioned and laid hands on the first deacons of the church, some of those deacons were able to do signs and wonders, such as Stephen and Phillip. -my comments]
Acts 5:12 (New King James version
12 And through the hands of the apostles many signs and wonders were done among the people. And they were all with one accord in Solomon’s Porch.

Once the Scriptures had been completed, there was no further need for these gifts since God's revelation was completed. The position that the BCF takes on this issue is at odds with that of some contemporary Baptists who are often viewed as being Reformed, but believe in the continuation of all of these gifts. Notable continuationists of this type include John Piper, Wayne Grudem, Sam Storms, and C.J. Mahaney. See especially "Resource Library: Spiritual Gifts", Continuationism and Cessationism: An Interview with Dr. Wayne Grudem", "Are Miraculous Gifts for Today? Part 1", "Empowered by the Spirit Room for Differing Views: An Annotation to the Sovereign Grace Ministries Statement of Faith", "Are Signs and Wonders for Today?" for their views.

From the BCF CH 1 The Holy Scriptures (bold print my emphasis)

Chapter 1: The Holy Scriptures

1.1 The Holy Scriptures are the only sufficient, certain and infallible rule [1] for saving knowledge, faith, and obedience. [2]
Although the light of nature and the works of creation and providence give such clear testimony to the goodness, wisdom and power of God that they leave people without excuse, [3] yet they are not sufficient to give the knowledge of God and his will that is necessary for salvation. [4] Therefore it pleased the Lord to reveal himself at various times and in different ways, and to declare his will to his church. [5] To ensure the preservation and propagation of the truth, and to establish and support the church against human corruption, the malice of Satan, and the world, he committed his complete revelation to writing. The Holy Scriptures are therefore absolutely indispensable, [6] for God's former ways of revealing his will to his people have now ceased. [7]

1.6 The whole revelation of God concerning all things essential for his own glory, human salvation, faith and life, is either explicitly set down or implicitly contained in the Holy Scriptures. Nothing is ever to be added, whether by a new revelation of the Spirit, or by human traditions. [1]Nevertheless, we acknowledge that the inward enlightenment of the Spirit of God is necessary for the saving understanding of the things revealed in the Word. [2] There are also some aspects of the worship of God and of church government common to human activities and organisations which may be determined by the light of nature and Christian common-sense, but in accordance with the general rules of the Word which must always be observed. 1.9 The infallible rule for the interpretation of Scripture is Scripture itself. Therefore, when there is a question about the true and full sense of any [part of] Scripture (which is not a miscellany, but a unity) it must be understood in the light of other passages that speak more clearly. [1]

In the verdict of Scripture our faith is finally determined. [1]
